If their music (past or present) moved you in some way. If you can say without a doubt that you love the music they make/made. It doesn't need to go any deeper. But I guess for some, this type of answer isn't enough.

But I guess quantity would count. If one or two songs moved you it doesn't mean you would be a true fan. But I'd say if at least 60% and up of their music moved you then sure why not. Ahh there's no simple answer to this. It's up to each individual to say if they are or they aren't. It's what you feel in your heart? I'm feeling this booze in my throat so I'm gonna go talk to Ralph.
