A capo is the thing that goes on the neck of a guitar to lower the fret count.

E.g In the River video you will notice that chad plays very low down on the neck and above his left hand is a "capo" making the fret count 1 when its actually on the twelth fret.

there are better guitarists out there who can describe it better but all in all it changes the note to that of a higher cord and make you look like a better guitarist than you really are.
