A number of things make an item rare. Number of copies made is a big one. Region and accessibility is another. For example, a promo single made and released in the US might have 5,000 copies, but it's going to be much easier to come by than a Venuzuelan cassette printed in the tens of thousands.

Another contributing factor is the frequency at which an item appears on the market. If something like the AOY Spanish promo was up on eBay every week, it wouldn't have any claim to rarity and would not fetch very much.

It's nothing that can really be defined in a finite set of terms. Rarity is sometimes in the eye of the beholder.

An extremely rare item (such as the Shit Towne promo CD or the DMDP demo) is said to be "obscure". More on this and other terminology in 2010 at livediscography.com smile.gif
