Listening to this interview and Ed reinterates the reason for leaving the 3 tracks off TC, was due to time limitations of CD. He says there was only room for 52 minutes on a CD back then (funny how the 1994 version TC runs at 59:30)

Looking at the list of albums released in 1994, I found numerous albums exceeding 60 minutes.

Nine Inch Nails - The Downward Spiral 65:02
Korn - Korn 65:45
Soundgarden - Superunknown 70:13 (73:33 for the international version)

So clearly, a lack of space on CD wasn't the reason the tracks were omitted.

I know that Pillar of Davidson and Horse were not included in some pressings of the vinyl in 1994 due to not having enough room on a single record so maybe that's what Ed is referring to when he mentions 'space limitations' but he really should stop mentioning CDs.

Writable CDs from the time were 74 or eventually 80 minutes. But - Ed and Chad probably weren't fangirling over outtakes and B-sides with CD-Rs in their bedroom at 2am at that point, so I can understand why they don't know this stuff. Especially if a label exec or somebody similar walked in, referring generically to their album as a CD, told them something like, "you have too many songs for your CD, it's too long to press" or whatever. I'd bet it was the desire on the part of the label to not produce a double-vinyl. No one knew how well the album would do at the time.
